Is This Korean Clinic Registered to Treat Foreign Patients?

Which details should match before I contact a clinic?

Keep the clinic’s Korean institution name, branch address and registration details together. Check the institution you intend to visit rather than assuming that a marketing name or another branch identifies the same place. If a result is unclear, ask the clinic and the official service for clarification before drawing a conclusion.

After checking identity, ask the clinic directly about the clinician, communication support, written estimates, appointment confirmation and follow-up. An institutional record does not answer those individual planning questions or establish a treatment outcome.

Korea requires a medical institution to register with the government before it sets out to attract foreign patients, and that register is public. Searching it takes about a minute, and it is the most useful check you can run before paying a deposit or booking a flight. This article covers what the registration is, how to search it, and — just as importantly — what it does not tell you. Everything below is taken from the foreign patient attraction information system operated by the Korea Health Industry Development Institute (한국보건산업진흥원) under the Ministry of Health and Welfare.

Does a Korean clinic need to be registered to treat foreign patients?

It needs to be registered to attract them. Under Article 6 of the Act on Support for Overseas Expansion of Healthcare System and Attraction of International Patients (의료해외진출법), a medical institution or agency that attracts foreign patients must register first. Doing so without registration carries criminal penalties under Article 28 of the same Act.

The reporting centre run for the scheme is explicit about how far that reaches. It states that operating a foreign-language page intended to attract foreign patients, or placing foreign-patient attraction advertising, without registration may constitute a violation of Article 6 (외국인환자 유치에 대한 등록). The condition there is purpose, not language. What the centre describes is a page or an advertisement aimed at attracting foreign patients — not the ordinary fact that a clinic publishes information in English, Japanese or Chinese. So a polished landing page is not evidence that a clinic is registered, and it is not evidence of a breach either. It is a reason to search the register rather than to read anything into the page.

How do I check whether a clinic is registered?

Search the foreign patient attraction information system at medicalkorea.or.kr. Its 유치기관현황 lookup takes an institution name or a business registration number and returns whether that institution holds registration. The centre that handles illegal-attraction reports names this system as the way to tell a registered institution from an unregistered one.

1. Open the 외국인환자유치정보시스템 at https://www.medicalkorea.or.kr/korp/main.do
2. Go to 유치기관현황 — the attraction institution status lookup.
3. Search by the institution’s Korean name as it appears on its signage and documents, or by its business registration number (사업자등록번호). Ask the clinic for both; an English marketing name will often not match the registered one.
4. Confirm the result is the same institution — same name, same district — and that it is shown as currently registered.

Areumii’s clinic pages are opt-in public listings: a clinic appears only after it registers and is approved for publication. They are a neutral starting point, not an authority on registration status. A missing listing does not establish that an institution is unregistered, and it does not replace searching 유치기관현황 at medicalkorea.or.kr or asking the institution directly.

What does registration actually prove?

That the institution met a set of minimum conditions: at least one board-certified specialist for each specialty it attracts patients in, medical malpractice liability cover that includes foreign patients, and a business registration matching its establishment notification. It does not rank institutions, endorse them, or say anything about outcomes.

The specialist condition is the part most often misread. Korean practice separates a 전문의 — a doctor who completed residency and holds board certification in a specialty under Article 77 of the Medical Service Act — from a 일반의, a licensed doctor without that certification. Both may lawfully practise. Only the first is a specialist. Registration requires the institution to hold at least one 전문의 for each specialty it attracts foreign patients in, which is a condition on the institution rather than a promise about which doctor will see you.

What is the difference between a registered clinic and a certified one?

Registration is the minimum condition for attracting foreign patients at all. Certification is a separate assessment under Article 14 of the same Act, run by the Korea Health Industry Development Institute with on-site survey by the Korea Institute for Healthcare Accreditation, judged against eight items and valid for four years.

The eight items sit in two groups. The foreign patient specialisation group (외국인환자 특성화체계) covers the institution’s attraction record and operating system, the specialists it holds, and respect for patient rights together with prevention of medical disputes. The patient safety group (환자안전체계) covers patient safety activities, patient care, medicines management, infection control, and facilities and environment. Certified institutions may use the certification mark and receive government promotion and support.

Both registration and certification are institution-level. Neither says anything about the result of a treatment, and neither is a recommendation — Areumii does not recommend clinics, and none is named here. To check an individual surgeon rather than an institution, the Korean Society of Plastic and Reconstructive Surgeons publishes a 전문의 찾기 directory searchable by region and hospital name. That is a professional society’s own listing rather than a government register, so treat it as a second check alongside the register, not a replacement for it.
